公益时报讯（记者 郝成） 花500元买来网上售彩软件，一年之内利用互联网及第三方支付平台，借助国家彩票玩法，售出3.9亿元私彩，先后9万余人参与了投注，个人获利高达6000多万元。近日，犯罪嫌疑人李某被山东省枣庄市中区人民检察院以涉嫌非法经营罪依法批准逮捕。) K: H' T; e7 r/ R% y3 X" ~

" \7 H+ | Y3 E6 B3 W 李某，河南省周口市人。初中毕业后即在外省打工。2009年偶然一次机会，酷爱上网的他登陆了一家私彩网站，在参与了几次投注后，他突发奇想，决定自己也建立一个私彩网站。于是李某先在网上花500元购买了一套用于网站销售彩票的软件，并动手对软件进行了完善和改进。2009年5月，李某办的世纪星网站开张。9 c4 {2 o1 _ y4 E X: B% K7 D E
刚开始，世纪星网站的彩票销售量并不高，李某采取代理制和会员制，他选中了四个人作为彩票销售的全权总代理。其他人要想成为世纪星网站的会员必须向这四个人申请，由总代理在网站注册后，方可进入网站购买彩票。同时，每购买10元彩票，给总代理返还1.2元，总代理下面还可以发展次级代理，由总代理从1.2元中拿出一部分返还给下级代理，像传销那样形成金字塔型的会员组织。借助这两项措施，纪星网站注册会员人数迅速膨胀，同时在线人数常在1000以上，私彩的销售量大增。$ X+ h! C4 \3 o% a0 h9 o, ^: k6 F

李某还先后把其叔兄弟、姨兄弟等人招到自己的麾下，分别安排他们负责客户服务、资金管理、网络维护等工作，付给他们高额工资，并在周口市一高档小区购买一套住宅作为网站的“工作区”。为了方便资金管理，使会员购买彩票更放心，李某参考购物网站用的第三方支付平台，在河南省某科技公司的“壹支付”开设账户，作为第三方支付平台。8 P- ?% g$ g6 V
截至2010年5月份，世纪星网站的注册会员达到9万多人，总交易额3.9亿元，李某也获得了6000多万元的丰厚“利润”。正当李某信心百倍地想把世纪星网站做大做强的时候，公安机关发现世纪星网站非法销售彩票这一情况，一举将李某等人抓获并关闭世纪星网站。犯罪嫌疑人李某等涉嫌非法经营罪，情节特别严重，根据指定管辖，枣庄市市中区人民检察院近日以涉嫌非法经营罪依法批准逮捕了李某等人。 |
