3月25日，家住兰州市白银路的岳女士在永昌路十字等待红绿灯时，捡到一张印有“北京福彩3D信息中心会员内部资料使用证”字样的VIP会员卡，卡的外面还套着透明的身份证塑料皮。一开始，她以为是谁将自己的身份证遗失了，便捡起来准备还给失主。但打开后发现塑料套中竟是一张VIP会员卡，还有一张3800元的发票，发票上还有客户名。岳女士心想“这人刚花钱买的卡就丢了，得想办法还给人家”。于是，岳女士回家后将卡交给女儿，希望能想办法找到失主尽快归还。她女儿王女士拿到卡后，发现卡上特意注明了“内部提供，真实有效，中奖率100%！”等字样，便觉得这其中可能有诈。
5 q) Z, V: S K5 [8 ?6 p 王女士拨打了该会员卡上的联系电话，接电话的一名男子自称是“北京福彩3D信息中心”内部工作人员。王女士说自己在马路上捡到一张会员卡，怕失主着急想从他们这里获取卡主的联系方式，将卡还给失主。该男子说，会员卡的信息都是内部资料不能随便透露，并让王女士放心，说丢了卡的人肯定会和他们联系，到时他们确认身份后给他补办一张就可以了。最后，该男子还警告说，此会员卡仅限个人使用，如发现给他人使用，将取消其使用资格。这时王女士谎称自己也喜欢买彩票想成为VIP会员，应该如何办理，该男子称要先交3800元会员费，还要把真实姓名、身份证号、家庭住址以短信的形式给他们发过去，等核实信息之后，才能确定会员资格。另外他还神秘地告诉王女士，成为会员后每期只能按他们提供的号码限买100注，也就是说，最高中奖10万元，不能买多了，以免引起别人注意。中奖之后，还要向中心交纳3万元的分红。王女士以自己没那么多钱再考虑考虑为由挂断了电话。3月26日，记者在王女士手中见到了这张“北京福彩3D彩票会员内部资料使用证”VIP会员卡，卡的背面写着几条温馨提示：1.本卡是证明本中心会员及法律效力核对的主要依据；2.本卡有效期为6期，限本人使用，严禁向外透露本卡内容；3.本卡如有遗失请立即与本中心内部客服人员联系；4.为了您的利益，中奖不能声张，用完后请自行销毁；5.本卡必须有北京福彩3D会员中心盖章方能生效。下面列着第2012042期-2012047期的3D彩票号码，记者通过网络查询，发现会员卡上的这6期号码，每期都是中奖号码，一点也不差，但是这些号码都是已经公布过的。3 @& s# N4 D$ y' N w9 }0 g! {: [9 i
随后记者打电话到甘肃省福彩中心，福彩中心工作人员对此明确答复称：“这明显是骗人的，根本不存在‘北京福彩3D中心’这样的机构，这是一种新骗术。”; U8 w! ?+ P7 g* j6 \; j) {
据了解，许多省市已接到过报案，被骗者少则被骗去千余元的入会费，多则被骗万余元。骗子们驾驶外省牌照的汽车沿途在各大路段随意丢弃该卡，看似是别人不小心丢的，用以伪装其骗术。目前骗子已经来兰州，在许多公共场所都发现了这种VIP会员卡，目的是骗取3800元会员费。, e; o4 l/ i1 P
