为深入贯彻落实《全民健身计划》，进一步促进天津全民健身事业发展，本市第二届“体彩杯”全民健身运动会于5月至10月在全市各体育场馆进行。7 X/ F6 w3 Z; z# z, Z. t
0 X2 q: s" g7 R1 ?6 a1 f 本届全民健身运动会冠名“体彩杯”，不仅体现了天津体彩不断提升的社会影响力和美誉度，更是对天津体彩长期支持全民健身工程的肯定。体育事业的发展离不开体彩公益金的支持，据统计，天津体彩2010年筹集公益金4.55亿元，自1999年11月2日发行电脑体育彩票至2010年底，天津体彩共实现销售额89.54亿元，累积上缴公益金28.23亿元。如今，遍布全市18个区县的全民建身设施、健身公园、健身场所以及众多群众体育活动的开展，都是体彩公益金在发挥作用。5 c4 s" S. t, g' u4 \/ z: d

近年来，随着人们生活水平的提高，“健康”成为人们日益关注的主题，而如何保证最基本的身体健康则成为大家探寻的焦点。对于这个问题，无疑“健身”是最靠谱的定位。而今，在全国众多城镇的大街小巷上，或早或晚，我们经常能看到各类锻炼的身影。人们或成群聚在一起跳舞、练剑，或一家人散步于街头，或与老友活动于小区健身设施之间……，“全民健身”正逐渐被纳入百姓的生活日程。

全民健身工程是指由国家体育总局统一组织，将各级体育行政部门的体育彩票公益金作为启动资金，捐赠给城市社区和农村乡镇的受赠单位，由受赠单位兴建负责开展全民健身活动的公益性体育场地设施建设。从定义上就可以看出，体彩筹集的公益金是全民健身有效开展的强大物质保证。

2011年是全面实施“十二五”规划的开局之年，作为国家公益彩票，天津体彩以逐年递增的销量向国家贡献着一笔笔公益金，不断支持着体育、教育、医疗救助、民生等公益事业的建设和发展。不仅如此，天津体彩全力支持群众体育、竞技体育,不断完善体育基础设施建设，为天津体育产业的兴旺发达做出了较大贡献。在天津体彩公益金的支持下，全市兴建了大批全民健身配套设施，开展了众多群众体育活动，健身公园和健身场所现已遍布全市街道社区，为津城百姓提供了大量健身锻炼与娱乐休闲的好去处。
