每逢岁末都是彩票诈骗案频发的时期，近期就有包括深圳市宝安区某印刷厂印制假“美梦成真”、“欢乐嘉年华”的“刮刮乐”等多起彩票欺诈案逐一被曝光。

( O+ n0 F$ w1 _7 N( X日前，东莞彩民刘某手持从他人手中花800元购买的“双色球第2011136期”中得二等奖的彩票到福彩中心兑奖。但是工作人员在验票过程中发现，这张彩票用于防伪的二维码有误，最终确定其为经过涂改的假二等奖中奖票。
* F- ?! P" N; l* a: V0 c原来，这是不法分子待双色球2011136期开奖后，将红球中奖号码在2011137期打出，出票后对“期数”、“日期”进行涂改，制造出一张足以以假乱真的“2011136期二等奖中奖票”。“第一次购彩，不知道怎么兑奖”、“没有身份证，无法兑奖。”上述说辞均为不法分子低价出售假中奖票时的常用借口。东莞市福彩中心综合部相关负责人表示，东莞福彩中心已经通过当地报纸、福彩中心网站曝光该类骗局，提醒广大彩民如遇到类似情况及时报警。 i9 o% g& V; Z! d) X

北京西城警方不久前侦破了一起利用“中奖预测”实施诈骗的案件，涉及北京、黑龙江、江苏、云南等地，犯罪嫌疑人诈骗作案10余起，涉案金额200余万元，其中仅北京西城区一名事主就被骗超过50万元。
6 F6 i( R% G& Q4 _% d0 u: Y, C今年5月，在北京工作的厨师余师傅接到一个陌生的电话。“电话里对方问我玩不玩彩票，听说我玩，就推荐彩票预测服务，说只要交580元的服务费，就能收到他们预测的号码，保证可以中奖。”( ~; Z9 ?# F" R5 Q1 j8 ^+ v2 T
余师傅缴纳了服务费后，果真收到了一份合同，合同中约定，保证余师傅彩票中奖，但要缴纳30%的分成，另外还要缴纳3000元保证金。然而，这家公司提供的号码并未中奖，当余师傅打电话询问时，对方又推荐了收费更高的“高额倍投”项目，并称保证可以中奖。在对大奖的满心期待中，余师傅先后7次向这家公司汇去了近1.7万元却几乎颗粒无收，意识到被骗后他向北京市公安局西城分局报案。7 f; c0 ]; I! \& D
警方通过余师傅提供的骗子使用的电话和银行账户调查发现，上当的不仅是余师傅，仅西城区就有一名事主被骗50万元，另一人被骗1.4万元。7月15日，北京警方对犯罪团伙的4个窝点展开抓捕，抓获阮某等16名犯罪嫌疑人。据初步审查，这个犯罪团伙通过随机拨打电话、互联网发布信息以及在媒体上发布广告等，实施诈骗。 |
