台湾博弈条款亮绿灯，台北县与台中市ZF争取设置博弈专区的动作也转趋积极，除划出土地范围进行可行性评估，并企图透过美国内华达州驻华办事处穿针引线，吸引哈瑞斯（Harrahs）、米高梅（MGM）、永利（Wynn）与金沙（Sands）等四大跨国博弈集团的青睐，进而引进对方的资金与娱乐城经营管理经验技术，全力冲刺观光娱乐产业。

据了解，台北县长周锡玮初步规划，希望将关渡或社子岛设为博弈专区用地，而台中市长胡志强则考虑将乌日或水湳作为博弈专区用地。由于博弈带动的观光娱乐产业商机庞大，故在多方角逐下，最早表态争取博弈特区的澎湖县也面临更多竞争对手。 同时，按澳门与新加坡前例，前述四大集团向来对在都会区投资开发综合娱乐区的兴趣，远高于人口密度较低的离岛区，故澎湖未来能否争取四大集团合作开发，也将耐人寻味、值得观察。

鑑于台湾两党总统候选人均已表态支持推动台湾观光娱乐产业，并强调配套措施的重要性，美国内华达州参议会多数党领袖罗吉尔（William Raggio）与少数党领袖泰塔斯（Dina Titus）等参众议员一行七人将于十日抵台，除将于十一日举办论坛，将美国拉斯维加斯、澳门与新加坡成功发展娱乐产业的心得经验，提供给台湾产官学业参考，也将赴立法院拜会两党党团，并将多达四百多页的「博彩政策白皮书」送给台湾供立法参考。

据了解，由于内华达州收入几乎全仰仗观光娱乐产业，故内华达州参、众议员与哈瑞斯〈Harrahs）、米高梅（MGM）、永利（Wynn）与金沙（Sands）等四大博弈集团关係素来密切。同时有「邪恶基金」之称的各国博彩基金，向来亦以四大集团动向为出手指标。因此，罗吉尔一行人来台已引起台湾政商高度重视，除台北县长周锡玮、台中市长胡志强等都将与对方晤面。远雄集团董事长赵藤雄、义美集团副董事长高志尚、乡林集团董事长赖正镒等，也都将与内华达州参众议员碰头，争取合作机会。4 z& p. j; X( d& }( Y
