假冒官方称可中奖 多地再现"3D会员卡"行骗

近日一位陕西省汉中市汉台区60多岁的黄老先生，心急如焚地来到汉中市福彩中心，掏出一张带有“天朝福利彩票3D信息中心”字样的会员卡并出示一张银行汇款发票，指着上面一些署名和机构询问是否为真，因为他无意中在路上捡到这张会(微博)员卡，因贪图中大奖而按卡上的联系方式与对方取得联系，并汇出了3880元入会费，但钱汇出后便再也联系不到对方。黄老先生自感不妙，这才找到汉中福彩中心核实。' H- w1 t0 y1 E' V, B/ D* @, d

3月23日宝鸡彩民捡到并交给当地福彩中心的“3D会员卡”和一张福彩收费发票。5 W1 b% S" m; k6 T! ?
调查中记者发现，此前，各地出现的此类3D会员卡，其样式、大小、颜色、内容均一样。偶有不同表现在随卡散发的购卡发票上，其公章开头为“北京福利彩票”或“天朝福利彩票”。此外卡片上的联系电话区号均为“010”。记者试用座机拨打一张会员卡上的联系电话，无人接听，换用手机便立刻被接听。对方为操南方口音男子，记者被确认有购意向后，对方便用手机(18600035921)回电告知如何申请交费，并发来用户名为吕庆峰的工商银行账户：6222022111005317055。此外，拨打银行客服电话查询，此账户归属广西省玉林市。

$ U- M9 ?0 P8 D* Z# ~+ S陕西省福彩中心工作人员介绍，此种自称能让彩民中3D大奖的会员卡已在省内出现不止一次。目前，这种卡又再次出现在汉中、宝鸡等地，并不时有彩民来电或通过该省福彩网站问询真相。汉中福彩工作人员胡涛反映，汉中在3、4年前就出现过此卡，今年出现的情况和以往一样，多是散落在彩站门口或附近的马路上。“有时在彩站门口的地上可以一下见到好几张，感觉就像大街上出现的乞讨骗子，是不定时地游击活动。”胡涛说。
) Q# E/ _0 [, r$ Q! }据调查，2009年此卡便已在河南省内出现过，随后“蔓延”至四川、江苏、重庆等地。处理过此事的福彩人员表示，受骗者多表现为年岁较大或不熟悉彩票的新彩民。8 L2 d4 u2 z: F& ^
在隐匿了一段时期后，这种卡近期在全国其他省、市再次出现。不久前，四川也出现此类会员卡，四川省福彩中心陈光(微博)庆副主任曾表示，自称可以预知中奖号码的“VIP会员卡”，是一种企图通过会员注册骗取会员费的骗术。“试想，如果有人真能提前精确地预知中奖号码，他有必要售卡吗?自己去投注购彩票，赚的钱应该比售卡多得多。这是骗子‘故弄玄虚’，企图通过会员注册骗取会员费的一种骗术。”6 Q, o. X, p8 H. \: d
北京福彩中心宣传部邸凯表示，“根本不存在‘北京福彩3D信息中心’，也从未发行过这种3D内部会员卡。”# i2 |* ~( o3 G! [, v

% S: z H; m- s0 ~3 y- }北京盈科律师事务所魏飞律师表示，此种行为首先触犯的就是伪造公司或企业印章，此外便是诈骗罪。“如果诈骗成功，则按诈骗罪处理。”
