[color=#333333][font=宋体]近日，财政部、民政部、国家体育总局联合发布《彩票管理条例实施细则》，其中明确规定：“未经财政部批准，擅自发行、销售的福利彩票、体育彩票品种和彩票游戏”，“未经彩票发行机构、彩票销售机构委托，擅自销售的福利彩票、体育彩票”，均被定性为“非法彩票”。业内相关人士表示，《细则》的出台，意味着未经财政部批准，任何彩票品种及彩票游戏不得利用电话、互联网销售。

相关网络彩票销售市场调查报告显示，2011年天朝互联网彩票总销量为150亿元左右，相比2010年增长近60%。网络代购平台有100家左右，2011年年销售上亿元的彩票网大概有25家左右。值得注意是的，其中一些网站是获得了电话、手机购彩的官方许可或资质，但彩民很难加以区分。

目前的网络售彩，实质只是代购。假如彩民去投注站买彩票，可拿到纸质凭证。但在网上买，拿不到彩票，只会在账户里显示相应的投注方案。换句话说，很有可能是网站收了钱，却没有出票。据一家彩票销售网站的负责人介绍，现在他们网站上所有彩票都可以买，如中奖，在投注记录里，个人都可查询到。假如中了500万元大奖，会核实用户个人信息，然后打入指定账户。但问题是彩票中500万元毕竟是小概率事件。对于个别不法彩票销售网站来说，宁愿铤而走险进行虚假投注，这样如果有中奖，钱就被网站收下了。在《细则》出台的背景下，对于彩民来说，其合法权益更难受到保障，虽然可能通过诉讼拿回投注金额，但要想索赔获得的大奖，却非易事。因此，彩民应该谨慎选择投注方式，以免遭受损失。[/font][/color] |
