近日，加拿大安大略省北湾地区一家便利店的前店员因盗窃两名顾客所购买的彩票并将彩票兑奖而面临指控。 经警方调查，盗窃彩票并兑奖的是之前受雇于该便利店的一名员工，名叫泰勒·斯德沃特，现年23岁，他将以5000元以下盗窃罪和5000元以下诈骗罪被指控。

为了保障顾客购买彩票的安全，防止店员盗窃顾客彩票的情况发生，安大略博彩公司也在积极的研究落实新措施，发起了彩票奖金保障计划。其中一项重要的措施就是，彩票必须有购彩人的亲笔签名才能生效。

+ ~* x/ f) G* N) R* ?+ } 其实在加拿大，彩票签字生效的制度已经实行了很久，但是未被严格执行。传统的形式是要购彩人在彩票背面签名。然而，由于彩票正面没有相关的提示，因此好多玩家在购买之后经常忽略了这一步骤。玩家们忘记了在彩票上面签名就给了那些不道德的彩票销售员以可乘之机，他们也许会告知顾客他们所买的彩票并没有中奖，而背地里自己将奖金兑换。这样的案件在安大略已经发生了数起，泰勒的案件首先进入诉讼程序。* s$ K( M$ z- P$ T
1 p$ |1 R; z/ K* J 在新出台的措施里，其中包括：彩票销售商在为彩票兑奖时要确认彩票都是签了名的；如果顾客没有签名，销售商有义务提醒顾客签名；销售商有义务提醒顾客确认所购的彩票；在顾客购买彩票时要保证电脑屏幕是朝向着顾客的，确保顾客能够看到他所选的号码。
