2011年，全国彩票销售额达到2215亿，诞生500万以上(含)大奖1652注，若按照无弃奖计算，这部分得主纳税金额16.52亿元。根据规定，中奖金额超过1万需缴纳20%偶然收入所得税，据统计，去年全部彩票奖金税收超过30亿！' o: [+ Y7 s! G7 f+ h
彩票销售量稳步增长，不仅为社会募集了公益金，而且还极大地增加了国家的税收。本报统计显示，部分地区大奖个人偶然所得税已超过15亿元。近日，5位彩民入选2011年度天朝慈善排行榜评选活动。其中就包括纳税1.09亿元的浙江省5.65亿元大奖得主，而按照中奖纳税相关规定20%纳税额，入选了2012年度天朝慈善排行榜的这5位彩民无疑同时也是纳税大户。

6 G: t( p) _/ n J9 W3 q 不久前，陕西省福彩中心公布了当地自发行福利彩票以来，彩票销售以及公益项目执行情况。据悉，自1988年至今，该省累计销售福利彩票170亿元，筹集公益金54亿元。这些善款，在各个公益项目中发挥作用。除此之外，还有一个数据值得关注23年来，该省代扣代缴个人偶然所得税3亿多元。
# @) W" \8 W, R" X) X: Y$ g8 g3 s$ K( L 相关文件明确指出，个人所得税是偶然所得无起征点的规定，但对于购买彩票中奖所得每次在1万元以上的，征收奖金的20%的个人偶然所得税。纳税人通过民政部门进行捐赠，捐赠部分不超过应纳税所得额30%的部分可以从应纳税所得额中进行扣除。, Q2 E) C7 ]& [5 I' U6 U' d
我国每年代扣代缴个人偶然所得税，也是一个不小的数字。根据不完全统计，包括以上地区在内的14个地区，中奖纳税金额超过15亿元。其中，江苏、黑龙江、浙江、广东(含深圳)等地，去年的中奖纳税情况均超过1亿元。其中，重庆、福建、湖北、浙江、广东等地区，只按照500万元及以上大奖统计，纳税金额从4000多万元到8000多万元不等。广东(含深圳)仅百万元以上大奖纳税就达到3.7亿元。) z1 H# j% f+ G X% X+ N
目前，我国发行福利彩票的单位超过三十家。若将大小奖纳税完全统计，金额远超15亿元。 |
