彩民对禁止网购彩票态度呈两极化 七成人反对

票管理条例实施细则正式生效之后，从事这个彩票销售的门户网站、购物网站和专业网站是纷纷发出了公告，全面叫停了此项业务，针对这一举措彩民们的态度是呈现了两极分化的态度。热衷网购彩票的年轻彩民是深感不便，对国家叫停网购彩票表示不理解、不支持。一项针对网购彩票是否应被取决的调查显示，持反对态度的人占到了接受调查总人数的七成以上，而一些年纪比较大，原本就是对网购彩票不太放心的彩民，则是认为国家早就应该规范这样的行为。当然对这一新规最为赞成和欢迎的莫过于实体彩票店的经营者，尤其是在我们北方，由于天气原因很多忠实彩票购买者因为不愿意顶着严寒出门而转投了网购彩票的阵营，另实体店的生意是大受影响。如今取消了网购彩票，实体店营业额也必将再次攀升。
. K A! @% i: k# m 其实禁止网购彩票最主要是因为这种方式滋生了个别的欺诈行为，明明中奖了，但是销售方却以各种理由拒绝支付奖金，购买者也很难举证，就使其在销售收入不断攀升的阶段被迫戛然而止。对此吉林省社科院的专家建议，能否借鉴目前比较成熟的电子商务模式对网购彩票行为进行进一步的规范，或者是参考国外经验，把所有实体店和网络在线销售进行绑定，实现一体化的销售渠道和帐户的在线查询，扬长避短，使网购彩票能够以更完善的态度重新出现。
