加州ZF与DC均不积极提供帮助 亚裔问题赌徒缺乏关顾

全加州沉迷Dubo的民众人数高达50多万人，其中亚裔不在少数。但是打戒赌热线求援的亚裔人数却少之又少，儘管诸多研究结果皆显示，染上赌瘾的美国亚裔其实相当多。% I4 O0 W, K" I, G! M
据《沙加缅度蜂报》专题报导，加大洛杉矶分校的Dubo研究计划主任方氏（TimFong）指出，文化因素是导致亚裔少打戒赌热线求援的一个原因，因为亚洲人一向认为精神上的问题不是真的问题，人的命运与生俱来，自己是掌握不了的。而且就算有人想要寻求戒赌协助，也不知道到哪里求援，尤其是英语讲得不好的话，更无处求援。
5 T1 u- p \/ T目前州ZF戒赌热线，没有提供亚洲语言服务，全加州只有三藩市才有一条专门提供华语服务的热线1-888-968-7888，也只有在圣荷西，才有提供越南语和菲律宾语的戒赌者互助会(AA)。加州州内共有60个印地安娱乐城，州议会早在2003年就成立问题Dubo办公室(OPG)，当时曾获得经营娱乐城的印地安部落缴纳1,500万元的经费，但这笔钱迄今却都没有用在戒赌工作上。议会也曾批准向印地安部落收取500万元来成立戒赌计划，可是这个计划内容也没有专门针对亚裔赌徒。
, B. w( o" ^8 ]2 P5 s相对之下，州内开有9间印地安娱乐城的俄勒冈州，每年花300万元免费帮助问题赌徒戒赌，其中有一位谘询员会讲中文及多种东南亚语言。
6 o# R& V! b$ f部分娱乐城的荷官因是亚裔，与亚裔赌客可以建立良好关係，但他们承认，除非有人自己肯招认沉迷Dubo，这样他们可以劝说赌客参加娱乐城提供的自愿或非自愿的短期禁止Dubo计划。但更多时候，荷官也无法分辨哪些赌徒是问题赌徒。$ n/ J7 D3 e9 s1 n
三藩市唯一提供华语服务的戒赌计划临床心理学家赵艾迪（译音，EddieChiu）表示，经济衰退令一些娱乐城利润减少，却反而使得沉迷Dubo的亚裔人数增多，因为丢掉工作的亚裔坐在家里无聊，反而想去娱乐城赌一赌运气。" w3 I: V, E/ o9 }$ i1 W" h
也有一些移民是希望借Dubo来「实现美国梦」。金水、发达谷、红鹰等娱乐城，每日都可看见一批批载满天策赌客的发财车，从三藩市华埠和沙加缅度等华裔社区而来。娱乐城方便的发财车服务，让很多赌客可独来独往，到娱乐城消磨日子，但也导致有问题产生。
$ i; e2 |& d! m, Q$ X- \' A! j其中一个典型例子是去年7月，住在三藩市华埠77岁的老车衣工谢子兰，被发现陈尸于金水娱乐城附近的草丛中。其家人说，谢子兰并非染有赌瘾。只是谢子兰仅会讲粤语，没有手机，在娱乐城的唯一朋友就是开发财车的司机，她每日会搭发财车来回，但出事当日没有上车。当地警方曾见她死前在娱乐城附近游荡，将她带回JC局，但5天后被发现尸体。据称谢子兰患有轻度老人痴呆症。
! [) ?, g: W( Y" B2 Y8 Y( c沙加缅度亚裔组织CAPITAL的律师锺杰利（音译：JerryChong）认为，娱乐城一直从亚太裔赌客那里赚很多钱，却没有回馈给亚裔社区。在娱乐城里面或者有不少患有老人痴呆或其他疾病的老人家，即使送他们去娱乐城的车子并非由该间娱乐城运营，但是有关人士仍应有责任，确保送大家平安回家。
