开发区卖赈灾福彩未出大奖引疑 市委：不知详情

10月4日，中新网记者接到读者热线电话称，江西萍乡经济开发区日前以赈灾名义出售福利彩票，称2元钱一张的彩票最多可中25万元大奖。但最终25万元大奖并未兑出引发争议。据悉，江西省民政厅已派出相关人员赴萍乡进行调查。
/ _1 r; p# J( M 4日，萍乡市市委宣传部分管新闻的副部长陈田向中新网记者透露，此次活动系萍乡经济开发区办的，但市里面并不知详情。1 B) x, @( V- f+ L
记者辗转采访到当时在现场的万姓男子。该男子称，当时开出的奖项很诱人，一等奖25万，二等奖5000，三等奖500，此外还有四、五、六等奖，分别有1元至50元的不等奖励。也正是基于此，现场吸引了大量的人来购买彩票。至10月3日下午，剩下最后1万余张彩票时，工作人员却突然停止了销售。
, S: L5 j; s3 j 万姓男子告诉记者，这时来了一群人，花2万多块钱将剩下的全部彩票买了下来，不仅没有刮出25万元大奖，甚至连5000元的二等奖也没有出现。引发现场买彩票人的质疑。( J e7 X8 H6 x' G6 H: K$ u3 L
25万大奖究竟哪里去了？可能有人已经中奖，但没有当场兑奖；也可能压根没有。万姓男子表示，后一种可能似乎更容易被现场群众所认同，甚至现场有人揣测该福彩可能系私人承包。
$ D D4 b( Z; f' ?8 n* t. x 4日，记者电话联系上萍乡经济开发区党群工作部部长兰海城。兰海城也向记者证实，此次赈灾福彩销售是由萍乡市募委办和萍乡经济开发区社会发展局联合办的，25万元大奖未兑出，并引起了群众误解一事也确实存在。兰海城还向记者出具了一份以萍乡市募委办、萍乡经济开发区社会发展局名义发布的公告，落款日期为10月4日。& ~* S* O6 _; I3 f2 X; M9 b
该公告指出，天朝福彩“萍乡经济开发区赈灾福利彩票首卖式”已于2010年10月3日结束。经研究，主办单位将尚未兑出的25万元一等奖奖金由萍乡市民政局、市财政局、萍乡开发区社会发展局提存到萍乡市赣西公证处，请中一等奖者持票及时到萍乡市赣西公证处兑奖。
* c- E: r; \' M5 l8 r6 D! U8 ]' t 该公告同时指出，如在10月31日前无人兑奖，则视为弃奖。根据国家《彩票管理条例》，弃奖奖金将全部捐献到救灾专户作为公益金，用于赈灾和社会福利事业。 |
