2011年上半年，福彩公益金继续秉持福彩“扶老、助残、救孤、济困、赈灾”的宗旨，关注弱势群体，及时救援困难群体，让福彩公益金真正实现“取之于民，用之于民”。' A3 [2 B, \. G- @* w9 L* c
在完成常规性、既有形式资助的同时，涉及全新资助领域、开创全新资助形式的公益金资助活动不断涌现，使得福彩的公益形象进一步深入人心。

上半年，江西省福利彩票发行中心从地方福彩公益金中拨出50万元，对老党员和老功臣们进行公益慰问。6月底，浙江省福利彩票发行中心推出“公益手牵手，爱心献老区”公益资助活动，福彩公益金为此次爱心活动提供35万元资助。" A4 c8 R' L; ~3 M
此外，民政部用做“全国社区为老服务建设项目”试点启动资金的2000万元福彩公益金，同样可称之为上半年福彩“扶老”的一大亮点。此次项目试点计划用1年时间，在中西部20个县、市、区展开。# h* w6 S8 s' f5 R" Q# ]3 J
【助残】 力挺两大助残项目
0 w# t G6 [1 S3 | 3月底，民政部和李嘉诚基金会继续合作“重生行动”项目，民政部投入彩票公益金5000万元。该项目于2008年4月启动项目一期，当时民政部投入本级福利彩票公益金5000万元。 H5 s$ @2 Z* L7 \0 O4 N$ z
6月2日，天朝红十字基金会继2009、2010年度获国家彩票公益金1亿元资助之后，“十二五”期间，再获国家彩票公益金2.5亿元支持，专项用于开展贫困白血病、先天性心脏病患儿救助行动。; l8 Y" O& B: @( ^
【救孤】 助法援打拐) O1 n2 B) C5 P' v; m0 [
5月份，全国打拐行动被解救人员救助保护工作视频会议召开，“被拐儿童的监护人可以申请相关的法援资助，如家庭经济状况不符合国家《法律援助条例》受援标准，则可申请中央专项彩票公益金法援。”
! C; a: r# Y" x& F8 a7 |$ b1 v/ h4 b 被拐儿童家庭经济状况如果低于当地低保家庭人均月收入，可按国家《法律援助条例》享受法援;超出此标准但仍存在经济困难的家庭，则可以到相关的法援机构申请援助范围更宽泛的中央彩票公益金法援。法援打拐，是近年来福彩公益金使用方面的创举之一，也是福彩公益金扩大资助范围的表现。

$ `, I- Y, v! o' V: c3 V 6月22日，财政部和教育部联合发布《中央专项彩票公益金支持示范性综合实践基地项目管理办法》的通知，指出从2011年至2015年，由财政部和教育部安排利用中央专项彩票公益金，进行示范性综合实践基地建设。计划5年间投入30亿元，建设室内综合实践区、综合训练区、生活区等基本功能区，以及可容纳集中食宿、开展学工学农、生命安全教育等综合实践教育活动的公益性场所。
( v8 f" ` D. `4 D 事实上，中央彩票公益金支持青少年校外活动场所建设已经开展了两个阶段。第一阶段是2001年至2006年，中央彩票公益金拨款40亿元。2008年到2010年为第二阶段，获彩票公益金30亿元的支持。, U& R X l% d# V
【赈灾】 公示汶川赈灾公益金数额
) N) M0 @/ L! k* x 5月20日，天朝福利彩票发行管理中心公布了筹集赈灾公益金的情况，从2008年7月1日至2010年12月31日这两年半的时间内，共筹集赈灾公益金达75亿多元，资金全部用于汶川地震灾区重建中。* X2 ~& r: Y7 V. C n/ }
