彩票奖池，动辄爆出3亿甚至5个多亿资金，不断演绎令人心跳的开奖瞬间……那么，陕西彩民去年买彩票自掏了多少腰包？陕西省彩票公益金去年一年能筹集多少钱？这些钱最终都用到了哪里？就在许多人对此猜测纷纷时，陕西省财政厅昨日公告的一组数字解开了其中之谜。相关数据显示：去年陕西省彩民买彩票总共花了39.07亿元，ZF筹集彩票公益金11.6908亿元，其中5.1614亿元已经用于陕西省福利和体育事业。

陕西省财政厅日前发布的“2010年全省彩票公益金筹集分配和使用情况”公告显示：2010年，全省共销售彩票39．07亿元，比上年增加6，7738亿元。其中：福利彩票销售25．7242亿元，体育彩票销售13．3458亿元。 @5 V k% u3 A8 e& \; m( m7 N+ {4 d, C
按照彩票公益金在中央和地方之间50：50的分配比例，2010年陕西全省共筹集彩票公益金11．6908亿元，其中：筹集福利彩票公益金7．999亿元，体育彩票公益金3．6918亿元；上缴中央彩票公益金5．8454亿元，其中：上缴中央福利彩票公益金3．9995亿元，体育彩票公益金1．8459亿元；地方留成5．8454亿元，其中：福利彩票公益金留成3．9995亿元，体育彩票公益金留成1．8459亿元。地方留成公益金中，省本级留成2．7508亿元，分配市区3．0946亿元。! R- v9 X- o* D* X3 R) v
彩票公益金专项用于社会福利、体育等社会公益事业，按ZF性基金管理办法纳入预算，实行“收支两条线”管理，专款专用，结余转下年继续使用。

记者了解到，2010年，陕西省彩票公益金支出共5．1614亿元，其中：福利彩票公益金支出3．1284亿元；体育彩票公益金支出2．033亿元。- `2 N( V0 c! y+ w# N
福利彩票公益金支出的主要项目是：资助福利机构建设1．5991亿元，农村敬老院建设408万元，社区建设3481万元，资助贫困大学生1766万元，城乡医疗救助1000万元，优抚对象医疗补助1000万元，老年活动中心建设和补助593万元，给残疾儿童做手术（“明天计划”工程）299万元，社区服务补助200万元，残疾人事业161万元，其他社会公益事业2713万元。2 S0 |* l) {, y; f% h, S0 H: h. ]
体育彩票公益金支出主要项目是：场馆建设6268万元，奥运争光计划3293万元，全民健身工程和活动经费1．0769亿元。彩票公益金的使用，有力地推动了陕西省社会福利和体育事业的发展，收到了良好的社会效益。 |
