泰国总理沙马4日表示，如果本届ZF能完成4年任期，肯定会批准开办5座娱乐城，分别设在芭提雅、普吉、清迈、合艾、孔敬府这五个著名的旅游胜地。这些娱乐城将向外国游客免费开放，泰国公民则需要付入场费。 [b] 开赌为禁赌？[/b]0 E) c1 F, u7 I! V

沙马表示，合法开放娱乐城可以有效禁止私人娱乐城随意开设，同时将使警方无需再把大量警力放在打击非法Dubo场所上。沙马认为，邻近各国，包括新加坡、马来西亚等都已经让娱乐城合法化，同时目前泰国的青少年与学生之间的足球赌风又十分兴盛，让娱乐城合法化，对消弭非法足球Dubo也有助益。0 ~4 f- X% I( _. K( P

沙马表示，对于进入娱乐城进行博彩的人也需要有严格的管理标准。ZF同意开放娱乐城，并非是鼓励和放任国人的Dubo行为，而青少年和儿童是绝对不准许入内的。这些娱乐城开设后，外国游客将可免费入场，泰国人则必须缴付10万泰铢（约2.2万元人民币）的入场费。他指出：“入场费将捐给慈善机构。”

泰国的娱乐城合法化构想是由前总理他信于2005年最早提出，主要用意在于促进旅游，但当时构想受到强烈批评，不得不收回。分析认为，2月28日他信结束流亡生活回到泰国，尽管他坚称不会涉足政坛，但娱乐城合法化构想足以证明，他完全能够影响泰国的发展。6 H2 R0 E" v5 K* ]' z/ H @
O1 r% v7 [' I, T4 W 有泰国官员说，泰国人早在周边国家参与Dubo，大量资金流出国外。国内能有规范严格的娱乐城，也能缓解这个问题。8 h6 n2 u9 ~! r+ z

$ `- r9 A3 M! o/ Y4 H 泰国内政部长察霖说，目前此事在国内的争议较大，反对者认为此举有违皇上陛下所提倡的自给自足经济原则，同时也不符合泰国的基本国情。而支持者认为应该效仿周边国家的成功经验，有效防止国内资金大量流出国外。目前支持者和反对者的比例相近，因此需要ZF方面给予认真的审议，即使批准该项计划，也必须局限在特定的府治先进行试验经营，绝对不会迅速蔓延到全国各地。
