“自我国发行福利彩票伊始，各个票种印制、管理技术的更新与挖补、破译彩票团伙之间的博弈便从未停止过。”广东省福彩中心即开票部赵部长介绍。他表示，国内对彩票行业安全造成冲击的势力基本可以分为两类：一类是通过对彩票进行挖补、拼接、涂改进行造假活动，属于违法行为；另一类是通过高科技等方式对彩票进行破译。虽然国外曾发生过“破译彩票”事件，但纵观国内彩票市场，自进入网点即开票时代以后，未出现过彩票被破译而“退市”的情况。
# Z) z9 l& y9 w; ^0 X “我们在不断提升印制技术的同时，反向检测水平的提高也起着不可或缺的作用。”中彩印厂工程师高贺维介绍说，检测的过程无异于模拟了不法分子的作案过程，如果通过了严苛的检测程序，也便不再忌惮什么了。对此观点，赵部长也给予了充分的肯定。“我们都知道海关的安检仪器，隔着几米厚的钢板都可以透视里面的物品。我们也曾经将即开票做过同样的测试，结果显示隔着薄薄的奖区涂层，中奖符号不见任何踪迹。”赵部长介绍道。
7 ~: B5 K( K2 J5 x 而从2000年以后，随着国产设计软件全面进行了改造升级，针对伪造、变造彩票日益猖獗的现象，国家在彩票的防伪技术上也下了不小的工夫。防透视油墨、防磁性油墨，以防止彩票被揭皮透视和磁场透视；使用特殊的防伪底纹；对奖图形的喷印位置适当飘移；使用特殊的保护墨层；又进一步升级引进了当今世界最先进的高速高分辨率喷墨印刷机，使对奖图形更加细密、清晰，更加难以伪造。9 v5 t1 n8 Q" @, n, w7 T0 a
此外，为了提高防伪技术和物流管理水平，中彩中心还首次将世界领先的二维条码技术，成功应用于福利彩票即开型彩票的销售管理系统。“我国现用的二维条码技术已经与美国、加拿大等发达国家同步使用，真正做到彩票物流管理和防伪技术的国际化。”赵部长肯定地表示。
4 L& \, h( I2 C1 s “此外，一串二维码是由一组指示物流的号码和一组指示兑奖的号码组成的。”赵部长介绍道，“跟踪物流号码只能得知该张彩票的去向，无法得知是否中奖。跟踪兑奖号码只能得知该彩票是否中奖，无法确定其去向。两组号码分别由不同的部门负责，相互制约，很难破解或伪造。” |
