今年秋天日本也许最终会批准菠菜业——此举不但有望给萧条的日本经济带来新收入，2020年日本夏季奥运会修建的基建设施投入也有了保障。让菠菜业合法的决定意味着日本最普遍的恶习之一—小钢珠(柏青哥)也将名正言顺。柏青哥是一种流行在日本的Dubo游戏，有点像弹球游戏，游戏中一名玩家转动把手，几个银色的金属小球就在机器的立针之间跳跃，最后钢珠落到什么地方决定了最后玩家能不能赢和赢多少，多年以来柏青哥则一直是法律上的灰色地带。

从上世纪40年代开始流行，柏青哥成功回避了被归到菠菜业，这都归功于其复杂的现金兑换流程：玩家赢的只是代币，必须拿到第三方开设的店铺才能兑换成日元。店内能兑换的奖品只包括酒、钢笔和电子产品。柏青哥的风靡度和日本的经济在同一时间从最高点开始下滑，据路透社报道，全日本12000家柏青哥店收入从1995年的31万亿日元到2014年的19万亿日元。据Businessweek报道，今天的柏青哥店上座率相比90年代中期已经下滑了60%。柏青哥店主们担心年轻人不爱玩，还尝试着与时俱进，更改游戏机和设施，只为更多吸引年轻人和女性的光顾。

% I8 A l, C5 C, Q! e% y柏青哥在日本属于娱乐产业，所以店家不需要向ZF缴纳Dubo税费，不过今年日本展开了对菠菜行业合法性的讨论，有些官员开始考虑对柏青哥行业征税能够带来多少税费收入。根据路透社去年5月的报道，目前ZF有两种提案，一种是Dubo行业某位律师提出，另一种是柏青哥的游说团体提出，但是两种方案里柏青哥行业都要从年收入中再拿出20亿美元交给国家。
- e& z, @1 b9 ^! c柏青哥和完全合法化刚巧碰上日本引入菠菜行业，虽然这样可以提高全社会对这种老旧娱乐方式的接受度，但是柏青哥行业势必要同Caesar's或者MGM等菠菜业巨头开设的全项目菠菜休闲中心同台竞争，这意味着柏青哥店要吸引客人变得更难。
