彩票销售员职业标准有望出台 可按等级申报级别

公益时报讯（记者 孙艳芳） 近日，记者从民政部职业技能鉴定指导中心获悉，“彩票销售员”作为职业正在准备论证中。若论证通过，其职业标准有望明年出台。据民政部职业技能鉴定指导中心主任杨根来透露，如果论证顺利通过，“彩票销售员”将正式纳入国家人力资源和社会保障部规定的职业范畴。

杨根来介绍，彩票销售员的职业论证准备工作2005年就开始了。“不过那时候叫福利彩票销售员，人事司、鉴定中心组织了专家进行论证，上报国家社保部。”直到2006年5月，论证专家提出疑问，认为体彩、福彩销售员都属于彩票销售范畴，应该予以统一。由于统一问题未能解决，该认证工作就被搁置。今年，借着《中天策民共和国职业分类大典》修正的机会，彩票销售员职业认证工作再次提上日程。经多方促进，今年已完成彩票销售员新职业的建议和汇总阶段，预计明年正式进入论证阶段。
; m& {6 i; J, _0 w; B5 X 国家职业标准所覆盖的范围非常广泛，在今年的修订工作中，对新型职业标准的基本理论框架重新进行了设计，分为8个方面内容。杨根来认为，彩票销售员职业标准的制定不仅对人员素质有提升，整个行业也有了标准。

( |( S' f( m7 a; T3 {( r 杨根来说，彩票销售员在未来有可能划分为5个等级，初级、中级、高级、技师、高级技师。“如初级要求彩票销售员有初中文化、两年彩票销售经验。那么符合条件的人员就可以申报。“职业标准一旦出台，销售员可根据自身条件申报，通过培训后，可拿到资格认证。”
! y: `. H: S" L" P) |# t2 [2 a 对于彩票销售员的社保问题，杨根来说，这些问题都在论证的内容中，会考虑根据等级不同，划分不同的薪酬待遇和社会保障，但不会在职业标准中出现。
4 E( x# }$ l# m( p: w: ?; P. P 业内人士李青表示，这对于彩票销售队伍乃至整个行业来说都是好事。在2000年前，国内的彩票业发展还是比较粗放的方式，门槛低、管理不规范。在2000年后，尤其是电脑彩票上市的这些年，国内彩票业呈现一个快速增长的态势，销售人员素质的参差不齐成为制约发展的瓶颈。“而且这个销售群体越来越大，需要有国家的资格认证，有了认证，销售人员权利和义务才能逐步规范。”李青认为，彩票行业已经从市场自身拉动逐步过渡到人员推动的阶段了，对销售人员素质培养、资质认证等标准亟须出台。 |
